Is it a good time to buy stocks?

Hi, I am an investor based in the USA, and am wondering if this is a good time to buy stocks? Do you think the stock markets have bottomed out? Can one take small buying positions now, or is it better to wait? I would appreciate thoughts from any US investors in the audience.
